UN Secretary-General Calls for Restraint as India-Pakistan Tensions Reach New High.
Guterres Warns Against Military Escalation, Urges Both Countries to Seek Peaceful Solutions

The United Nations Secretary-General, António Guterres, has issued a strong appeal for military restraint from both India and Pakistan as tensions between the two nuclear-armed neighbors have reached their highest level in years. The warning comes after recent Indian military operations across the Line of Control and the international border with Pakistan, which have sparked fears of a wider conflict in South Asia.

In a statement released by his spokesperson, Guterres expressed deep concern about the risk of military confrontation, saying, “The world cannot afford a military conflict between India and Pakistan.” He stressed that now is the time for “maximum restraint and stepping back from the brink,” and repeated his offer to use his good offices to help both governments defuse tensions and promote dialogue.
The current crisis follows the deadly terror attack in Pahalgam, Jammu and Kashmir, on April 22, where five armed militants killed at least 26 civilians, most of them tourists from various Indian states and one from Nepal. The attack, which targeted non-Muslim tourists, has been described as the deadliest on civilians in India since the 2008 Mumbai attacks. The Resistance Front, believed to be linked to the Pakistan-based Lashkar-e-Taiba, was initially blamed, although the group later denied responsibility. The attack has intensified accusations and counter-accusations between India and Pakistan, with both sides taking strong diplomatic and military measures in response.
Guterres condemned the Pahalgam attack in the strongest terms, stating, “Targeting civilians is unacceptable – and those responsible must be brought to justice through credible and lawful means.” He extended his condolences to the families of the victims and called for accountability through legal channels, not violence.
The Secretary-General emphasized that a military solution is not the answer to the region’s problems, saying, “Make no mistake: A military solution is no solution.” He urged both countries to avoid actions that could easily spiral out of control, warning that the consequences of a war would be devastating not only for India and Pakistan but for the entire world.
“Tensions between India and Pakistan are at their highest in years, and so it pains me to see relations reaching a boiling point. It is essential, especially at this critical hour, to avoid a military confrontation that could easily spin out of control,” Guterres said.
The UN chief also welcomed the recent ceasefire agreement between the two countries as a positive step, but cautioned that the situation remains fragile and called for ongoing efforts to address the root causes of conflict and promote lasting peace.
As the situation develops, the United Nations has reiterated its readiness to support any initiative that encourages de-escalation, diplomacy, and a renewed commitment to peace in the region. The Secretary-General’s message is clear: restraint, dialogue, and respect for international law are the only way forward for India and Pakistan.
